The story is set in a fictional Japan where the Japanese National Railways has never been privatized. Takayama Naoto (voice: Fukuyama Jun), a high school student and train enthusiast, dreams of working for his beloved Japanese National Railways and becoming a driver. However, during his on-the-job training (OJT) he is assigned to an unexpected department: the Tokyo Central Railway Public Safety Office, Fourth Security Unit, commonly known as Police Unit Four.

Takayama Naoto is assigned to the Fourth Police Division, where he has a group of unique colleagues.
